Commercial Agriculture Development Project (CADP) commenced operations in 2007 with the objective of reducing poverty in 11 districts in the Eastern Development Region (EDR) of Nepal. The Project aims to accelerate the process of agricultural commercialisation in the EDR by building on earlier project initiatives, and responding to the needs of stakeholders by strengthening linkages and ensuring fair benefits to poor disadvantaged communities and women. The Project design is consistent with government policies and Asian Development Bank (ADB) strategies for development as expressed in the ADB country strategy and program for Nepal.

The prime objective of the setting up RBMF system is to assess the hands on actual information of project intervention. This includes the process, progress, problems/compliance and performance of the approved activities performed using key monitoring indicators. The established system will help for collecting data on specified indicators to provide management and the main stakeholders of project intervention with indications of the extent of progress and achievement of objectives and progress in the use of allocated funds

The system is expected to measure the performance of the project in following dimensions:
  • Monitoring of public and private investment in high value crops marketing and processing
  • Monitoring framework for community based market infrastructure sub-projects
  • Monitoring framework for non-infrastructure investments
  • Monitoring framework for inclusion of poor and subsistence agriculture stakeholders
  • Monitoring framework for enhancement of semi-commercial agriculture stakeholders and
  • promotion of social inclusiveness among commercial stakeholders
